The hotspot gets whatever the phones gets up to 15Mbps on the hotspot for the plan you're on. Only thing that would affect it is if it switches from 4G to 5G, or visa versa, and the phone only gets less than 15Mbps speeds because of congestion/traffic then of course the hotspot will get what the phone gets.
