Could not activate Apple Watch

I try to add cellular to my kid’s Apple Watch, Apple Watch< cellular <set up cellular button turn grey and  says "The Visible account on this iPhone cannot be used to add a cellular plan to “xx’s Apple Watch” pleas help thank you
