I have a new unlocked phone, and I need a sim pin to activate. My prior phone was activated with a sim pin, and that phone is no longer available (it was burned in a fire). How do I receive this from "customer service."

Have you chatted to Visible care. You may get response on X or FB messenger.
May be you need to get a SIM reissue. If your new device supports eSIM you could try that.

I am not tech savvy but you shouldn't need a SIM pin unless you bought a used phone that previously had a SIM pin. I am on my 3rd phone and none needed a SIM pin to activate.
Some default SIM pin number could be 0000, 1111 or maybe 1234. But you only have so many tries before bricking the phone SIM function.
