I've read it is possible to use WiFi calling if it is set up before you leave. You have to be connected to WiFi of course and I don't think you can call local numbers but not sure.

If your phone is unlocked you might want to pick up a local SIM card instead.

Visible doesn't offer International Roaming outside of Mexico and Canada. You could use Wi-Fi calling as it works very well. What I've also done when traveling to Europe is to get a prepaid service for Norway I would suggest getting it from Telenor (https://www.telenor.no/mobilabonnement/), if you are visiting other countries the best option would be to use Vodafone (https://www.vodafone.co.uk/mobile/best-sim-only-deals/pay-as-you-go-sim?icmp=uk~1_consumer~topnav~1_...)  Now if you travel a lot internationally you may want to consider switching to Google Fi (https://g.co/fi/r/N4692J), Fi has international Roaming at no extra cost in almost every country in the wold.
