Does lycamobile qualify for Port-In Promotions?

Hi Team, 

I am currently using lycamobile as my carrier, and I hope to switch to visible. However, on the qualified carrier list, I didn't see lycamobile on the list. Would lycamobile be qualify for port-in promotions?
