Does visible only work on unlocked phones?

Does visible only work on unlocked phones?   In back market I ordered one unlocked phone and one verizon locked.  For both of them I got an email with a visible code for their $20/mo promotion.  Does that mean a verizon locked phone will work on visible?

From my understanding the phone needs to be unlocked in order to activate service. You can try running the IMEI number through when signing up and see if it shows compatible. I am not sure it it will pass it is locked.
