How can $20 for 24 months not be a contract?

Just trying to understand how this works... Though Visible is a "no contract" service, it appears their current promotion of $20/24mo is somewhat of a contract... How can it not be a contract? Does anyone know how this works?

It is a promo that guarantees the $20 price for 24 months, you can leave at anytime during those 24 months. You pay month by month and NOT for the whole 24 months at one time.

The only contract is basically your monthly payment is a contract for one month or one billing cycle, you leave after 10 days into your billing cycle for that month you forfeit the remaining days in the billing cycle.
