Outage Receiving texts required for surgical updates - When is this going to be resolved?

Need text access this afternoon. What is the ETA, also will we get back texts?  Can't check in for pre-op appointment or get the link for filling out forms as they only use text.  This isn't a small inconvenience. This is literally a major medical problem.  What is the ETA??? 

Have power cycled.  Phone is updated. Can send but not recieve.
