RCS Messaging - waiting to activate

My wife's phone is not receiving txt msg's from Android phones, or messages for 2 factor authentication codes.

On her phone, it is showing RCS Messaging "Waiting for activation".....

I have the exact phone/IOS/Carrier.. Iphone 16 pro, 18.3.1, Visible, and mine shows RCS is enabled/connected.  Bought the phones at the same time, set them up at the same time.

Have rebooted the phone, reset network settings, turned off wifi... everything I could find on the internet.

Anyone have a suggestion to get RCS messaging to work?

Perhaps you already did this, but try:

> Settings

> Search RCS

> RCS Messaging

Toggle RCS Messaging ON

I could only get RCS to work after another user here gave a simple solution: uninstall Google Messages and update the app. It actually doesn't uninstall Messages but it takes off the most recent updates and seems to reset the RCS function. Not sure why it works but it works.
