If you are on the basic plan yes it is possible that is the norm for speeds, it all depends on the traffic on the towers in your area because you data is deprioritized. If you have the basic plan it may be helpful to have the plus plan to get the 50GB of premium data then you are treated like a Verizon post paid customer but you would still be at the mercy of other Verizon users in your area.
