fed ex apparently lost my phone. now what?

Fed Ex says my phone was delivered and that I signed for it. I was at work all day, and signed for nothing.

now what?

1.) Open a case with Visible so they can blacklist and probably reship

2.) Open a case with Fedex to see what possibly happened

Visible sent me an empty box which I received almost two weeks ago.  They requested that I file a police report but them promptly closed my case after 48 hours.  The police report took a week to be processed and I must now request a copy of the report through their records department which could take up to 30 days according to their automated response.  

I attempted to file a claim with UPS but got a message stating that I could not because the vendor (Visible) has restricted claims.
