I bought my Iphone 12 outright and the only one ever to register it with apple, yet visible says its locked by at&t I called at&t and they claim it is not locked

On your iPhone, go to Settings - General - About - Carrier Lock

Does it report No SIM restrictions?

there is a verizon store down the street maybe I'll bring it there and see if my phone will accept their sims

If your phone reports no sim restriction then it is unlocked.
