Are you trying to change to a new credit card on your account? If so, try signing into your account on a computer and click the > next to payment methods on the overview page.
If you are trying to pay your monthly bill you can only pay within 7 days of your due date.

unfortunately, this is no help, since I don't see an arrow or an overview page with payment methods.
Im on my account page and nothing shows up like the above....?????

If you sign in on a laptop or computer the overview page is the main account page when you sign in. On the app tap on the account tab at the bottom and scroll down to payment method, there should be this symbol > tap on that will take you to the section to add a credit card. If you don't have it on the app uninstall and reinstall the app.
