Is there a service available that would allow using Visisble accounts to provide cellular service to a security camera? In a situation where wifi is not available, possibly a sim card  to provide service?

SIM cards are meant for smartphones with Visible, using the card in a device other than a smartphone does go against Visible's terms and conditions. You could get a budget Motorola phone and use it as a hotspot for the camera. Bad thing is hotspot eats up a battery at a fast pace so if you leave it unattended for more than a day you would need to leave it plugged in all the time, that may kill the battery life. Other thing is I don't know how much data would be consumed using it with the cameras but if it is a lot you may get a warning or data may be limited. Even though data is unlimited they have have an abuse clause in the T&C, Visible won't say exactly what that is, it has been reported at 450GB, 250GB and today on Reddit at 130GB.
