If someone uses a promo code (Switch25) to begin service at a discount with a newly issued number, will they lose the discount if they port in/transfer their old number at a later time? Essentially, is a number port considered a plan change?

Porting in at a later date doesn't lose an existing discount. It's not considered a plan change. Many people do just that rather than commiting to Visible with a port in just to try it for a month. Some promos do require porting in at the time of purchase/activation; however SWITCH25 isn't one.
