Upgrading to Plus had no effect on hotspot speed.

I had the regular plan which has hotspot speed limited to 5mbps while I was paying 25 dollars a month.
I upgraded to the Visible Plus plan for the singular and sole purpose of getting 10mbps and am now paying 45 dollars a month.
However, my data speed for mobile hotspot has stayed at less than 5mbps. I would like to know why this is, if there is any way to fix that and get the speed that I have been paying for, or if I should just leave visible.

Which speedtest? If by any chance you are using fast.com, video stream throttlng applies since that's a Netflix speed test.
If so, try another speedtest site (e.g. speedtest.net).

Google fiber has me @ 5.7.
Speedtest.net shows 5.57.
Xfinity shows 4.5.
Speed.is rates me at 5.82
and the average speed of a Steam download hovers between 4.7 to 5.2.
Seems I must contact customer care.

I assume those speeds are obtained on the device using the hotspot, not the hotspot device itself.

You need to contact customer service and have your SIM provisioned to fix this issue or get a new SIM.

I have been having the same problem, contacted customer support several times trying to get it fixed. They have not been very knowledgeable, they just throw the same troubleshooting steps at you randomly.
We've done every single troubleshooting step, including factory resetting my phone, resetting network settings, redownloading the esim, turning it on and off a million times. I don't think my phone is the problem. My phone is an iPhone XR, which only supports up to 4g LTE, but they were saying that shouldn't cause problems.
Now what they're now telling me is that it's a problem with the network in my area. They have given no timeline for when it will be worked on. I'm not sure I believe that they will work on it. I think they might just be trying to get me to stop contacting them.
It has been incredibly frustrating, as, like you, the only reason I upgraded to Plus was for the 10 mbps hotspot speed. So why am I paying more money again?

I just upgraded yesterday and I'm having the same issues. I spoke with customer service yesterday, but they were ineffective. Testing I've done:
- while testing, ensure only one device connected to hotspot at a time
- while testing, ensure Speedtest.net location is the same on all devices
- use Speedtest.net app on Apple TV 4K and iPhone 11 Pro and Speedtest.net website in Chrome on laptop
- removed and re-added the network connection on all devices
- restarted all devices
- reset Network Settings on iPhone
Current/consistent results:
- iPhone 11 Pro: ~110Mbps
- Laptop: initial spike ~20Mbps, but throttling begins quickly and always settles ~5.5Mbps
- Apple TV: initial spike ~20Mbps, but throttling begins quickly and always settles ~5.5Mbps
I have yet to get a new physical SIM card or try a eSIM, but that seems like a rational next step.

I did fix it. I got a 5g phone, the iPhone 12 mini. There is no indication in the plan descriptions that would indicate this would fix it, but it did.
