Transferred to new phone but cannot transfer back

I am currently using Visible+ on Pixel 8 Pro. I recently got Pixel 9 Fold and successfully transferred the service.

I don't like the phone and want to return it.

However, when I am trying to transfer BACK to my Pixel 8 Pro, it keeps saying the IMEI is locked.

 

My Pixel 8 Pro is an unlocked phone bought new and only used Visible before.

Why is it locked? 

I checked IMEI checked on both Verizon and T-Mobile they showed that it is NOT locked.

 

Support is being super unhelpful. Can anyone help? This is very frustrating and wasted hours of my time.

Did you purchase the device on visible?

 

If so the number and the device may be linked and locked for 60 days. Need more info whether you port out or just use another device with Visible.
