Hi, I keep getting calls from a number marked No Caller ID (they are using *67) that is a harassing caller. I need a way to block numbers that come in saying No Caller ID, or require that they show their telephone number, *without* blocking other numbers that are not in my contact list, as I volunteer for a helpline, and I want to accept calls from unknown numbers but screen a harassing caller that constantly calls from a *67 number marked No Caller ID.

Not sure if this would help but on my android/Samsung phone there is a function called do not disturb (dnd) and you can have it set to not ring/vibrate any calls either not in contacts or your favorites list. You can set if they call more than once in 15 minutes it will show. It does not block but does limit the harassment. The call will show as a missed call, but for me it works.
Also make sure to set up how you want text messages, alarms/reminders, and apps to come through
