If I get the $30 a month plan, is it possible to upgrade to the $45 a month plan for one month to use my data in Mexico? I'm going to be taking a vacation in May, but I don't need that feature all the time.

Yes, you can change plans at anytime from what I have read. It probably would be best to do it a day or two before your billing cycle.
