How about offering new plans and services only when support staff can handle it?

Getting though to someone in customer service via chat has been an exercise in futility for many, at best a long, long wait and luck of the draw in terms of informed answers.

Also, from various sources on this forum, it appears that the IMEI checker may not be providing reliable results in some cases.  It would be nice if this were not the case since potential customers do seem to use this to help with their decision.
