On the base plan you can but you need to use Global Pass at $5 a day for Canada, Mexico, USVI and Puerto Rico. The allotment of data is 2GB per day. If you plan on being there for more than a few days then you might as well upgrade for a month to the plus plan since those 4 countries are included in the plan. You can downgrade when you come back and the change of the downgrade to the base plan will take affect on your next billing date.
