I'm having trouble signing in to my account and paying my bill because I can't download the App because my new phone has IOS 13 and I don't have storage sufficient to upgrade the IOS.
Is there an alternate way to sign in and pay for service (and HAVE service) without having the App?

Try using the phones browser or on a desktop/laptop and try signing into your account to pay your bill.
