I plan to port out my number from visible, but I want to continue my visible service with a new number assigned by visible. Is that possible? If so, after I port out from visible, how and when is the new visible number assigned?

I don't know if it is possible to do it under the same account. Your best option would be is just open another account with a new email address, request a new SIM and go from there. The new account will be assigned a new phone number.
