By any chance are you on the basic plan? There is a list of 200 countries you can text to but you have to be on the plus plan in order to text those countries, it is not an option on the base plan. If you have the plus plan already and unable to send a text to Ireland(which is on the list of the 200 countries you can text to) you might want to contact customer service and have it fixed.
