You're definitely going to need some sort of internet service to activate your phone with e-sim. I'd recommend heading over to a local Starbucks, McDonalds, local library, friend, or some establishment with free wifi (a lot of grocery stores have them too) - hop on wifi and you should be good to go - I'd test the wifi before trusting it with my e-sim activation.
