I am trying to activate my new phone. I have to confirm my identity but they send the numbers to my phone number that can't get. I have no service.

If you already have Visible and an activated card there is no need to activate the card on a new phone, just move the SIM card to the new phone, you probably need to restart it for it to recognize the card in the new phone.
If this is not your issue than you need to contact customer service and see if they can fix your issue.

You can ask them to turn off two factor authentication for 24 hours.
1. Ask support nicely to do this.
2. Ask them to schedule the email. It usually takes them 24 hours to schedule the email.
3. When the email arrives, click on the link. You have 15 minutes to click the link when the email arrives.
