Can't turn off Iphone

My Iphone is stuck on the screen where you slide to power off, Medicl ID and SOS emergency call.  If I hold down the volume button and the other two buttons on the left side of the phone it give SOS signal (lights and loud siren type sound).  How can I turn the Iphone off or restart it?

Force restart iPhone

1. Press and quickly release the volume up button.
2. Press and quickly release the volume down button.
3. Press and hold the side button.
4. When the Apple logo appears, release the side button.
