Yes assuming the Z Flip has dual sim support (it's documented as such). However you'd need two accounts using differrent email addresses for each (although payment method can be the same for each). You'd then need to manage which SIM is primary and which is secondary - only the primary would be used for mobile data. But phone and text could be used simultaneously on each.
