Unable to Set Up Voicemail

I have gone to VM several times to set up and there is NO set up button or feature.  It says call VM.  Everyone who has called said that my mailbox is not setup and so now I have no way to set it up and people can't leave a message.  I have an iphone 13 mini.  I have searched everywhere

Sorry no one has responded. I am not an iPhone user so I did a search for you and found this on the Visible site if you haven't fixed it yet. Check out the link and scroll down to voicemail setup for iOS. I hope this helps.
