I am trying to activate service and used the compatibility checker to see if this old Verizon iPhone would work and it said yes so I ordered the SIM card.  When it arrived I tried to download the app but it says I need iOS 15 and I am limited to iOS 10 on this phone.  Why would the checker tell me I can switch when I can't use the app? Is there an alternative I can do to activate the phone?

No, there is no other way to activate the SIM, it can only be done using the app. Also, iPhone 5 isn't listed on the drop down list where you enter your phone model. It is my guess you used other and I believe just about any iPhone IMEI number will pass the checker when entered. You will need a newer phone. Even if you could get it activated it likely will not work with the new system Visible is on.
