I am unsure why I need to provide my old account information from my previous carrier?

If you are porting your number from your old carrier to Visible they need your old account number and PIN and maybe some other information such as zip code. When I switched from Verizon I was able to generate a "transfer PIN" that was only good for a few days.
If you are obtaining a new number then Visible should not need any information about your old carrier

This is standard practice when porting a mobile number. Some landline carriers also do this as well in addition to TPV (Third Party Verification).
