Speedtest *may* not give accurate data. I've heard from multiple sources that major cell and cable carriers have partnered with major speed test sites to spice(spike) up figures to make customers believe that they are getting higher than actual speeds.
Here is my speed in a northwest suburb of Los Angeles: 5 mbps both up and down.

That is inflated figure, per my download tests. To obtain an accurate network speed, I downloaded several files ranging from 20 to 50 MB(s) from several sites. The actual download speed is about 2 mbps in my neck of the woods.
The formula is thus: size of file(mega bytes) x 8 bits* / time of download (seconds) = actual speed (mbps or kbps)
*One byte contains 8 bits.

I forgot to say the above test on speedtest.net was done on my tethered laptop. It has a 5 mbps cap. The same test on speedtest.net done on my phone is about 14 to 15 mbs down.
No up info available.

The speed test from this site is consistent with my download tests.
fast.com
I get about 2 mbps down consistently on both the phone and the tethered laptop.
Up speed varies from 4 to 11 mbps on the phone, and fixed at 5 on the lappy.
Give that site a whirl and see how it works.

Just compare multiple sources or mainly compare with the official FCC speed test.
I've never seen any proof that speedtest.net or carriers fudge the numbers
