I have seen quite a few people on here not receiving two-step verification text messages from websites they are trying to log into. I'm having this issue, as well. I've chatted with 3 different agents, changed eSIM 3 times, reset my network 4 times, and factory reset my iPhone 12 Pro Max, twice. Nothing seems to help. I haven't been able to find a fix online, and I don't think the Visible agents know how to remedy the problem. In several of the forum messages some people just end up having their phones start working after a day or so. But it's been two days, and I haven't been able to log on to several websites because I'm not able to verify my phone number. Has anyone found a solution to this, yet?
