Upgraded to Visible+ (VisiblePlus) plan and was sucessful in getting account revised BUT the message from visible requested that phone be restarted. FYI that means for an Iphone 13 (or other Iphone) you have to follow Apple's procedure (which for Iphone 13 is basically to go to Settings>pick restart phone>and swipe the resulting dialog that appears to restart) and once the Apple logo appears you now have "restarted phone".
Turning phone power "off" is not restarting the phone.
Visible does not make it very clear with its instruction.
