Not connecting after loose service

I have a iPhone XR and when it looses service it doesn’t like to reconnect to the visible service automatically without me turning on airplane mode and then turning it back off. Anyone have this problem?

Apple Watch

Have two Apple Watches that I switch off wearing. Is there a way to add both of my watches to my visible account.
